Merge sc from Debian

Bug Description

The version of sc in Ubuntu (7.16-4ubuntu3) is a bit behind Debian's version (7.16-4.1) and needs a merge done. I have completed this merge and just need it reviewed and sponsored.

WARNING: Debian's sc package is somewhat of a hot mess at the moment and desperately needs modernization. I intend on doing the work involved to modernize it and will submit it to Debian once done. But for now, this *just* merges the Debian and Ubuntu packages. So expect lots of interesting Lintian gripes when you build it locally. (It does build though.)

alright, I botched attempt 1 in a couple of ways (wrong source package used as the debdiff base, and left an extra newline in the changelog). Attempt 2 is attached.
