sbuild should depend on libdpkg-perl ≥ 1.17.14

Bug Description

While backporting sbuild 0.71.0 to trusty, I ran into this runtime error:

 D: Error run_fetch_install_packages(): Undefined subroutine &Sbuild::ResolverBase::deps_iterate called at /usr/share/perl5/Sbuild/ResolverBase.pm line 1042.

The deps_iterate routine was introduced in dpkg 1.17.14, so sbuild’s packaging need to be updated to require that version of libdpkg-perl (it currently requires 1.17.2 only).

This problem exists upstream at git://anonscm.debian.org/buildd-tools/sbuild too.
