Missing builds for ppc64el, riscv64, s390x

Bug Description

From the builds that are currently missing, the Debian package supports at least the ppc64el one, which seems to need bootstrapping in Ubuntu.

http://www.sbcl.org/platform-table.html lists the supported platforms.

s390x is not listed there, but riscV is. We could use this bug to bootstrap the package for ppc64le, which should straightforward, and file a different one to get it sorted out for riscV (debian does ship ppc64le binaries but no riscV ones.
