Scanners only found with 'sudo', not user. - Kubuntu 8.10

Bug Description
Kubuntu 8.10 - fresh install. All updates as of today's date.
Using scanimage, the following results are obtained:
$ scanimage -L
No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).
$ sudo scanimage -L
device `hp:/dev/sg0' is a Hewlett-Packard C2500A flatbed scanner
device `hpaio:
Seems only sudo can find the scanners. Installed xsane and had same situation where only sudo can find the scanners.
Tried to find solution in older bugs, but seem to all be Ubuntu-oriented solutions as opposed to Kubuntu. The 'System-
Newbie ...... don't hit.........help.
