Bug Description

In hoary the files

/etc/hotplug/usb/libusbscanner
/etc/hotplug/usb/libsane.usermap

are used to allow members of the scanner group to access scanners. They are part
of the package libsane
They are absent in breezy and permission problems exist for user in scanner
group (but not root)
