Ubuntu 17.10 crashes unexpectedly. Can't read the "details" since they appear in a blacked out window.

Bug Description
I'm a very unskilled user of Ubuntu 17.10. I have no idea why this is happening and cannot positively state that what is happening is a "bug". I was automatically brought to this page by the reporting system.
I'm using Ubuntu 17.10 on a Dell E6500 Latitude (yes, it's old) with 4Gb RAM.
I don't have enough understanding to know what to ask so if anyone can be of help in getting the needed information to figure this out, I'd be very grateful.

Experienced the same problem when installing wine.
The cause of this behaviour seams to be the differing time stamp in the mentioned file. rules.d/ 60-libsane1. rules.
This is also true for the file /lib/udev/

Workaround would be manualley downloading libsane1:amd64 and libsane1:i386 and installing both with sudo dpkg -i --force-all <deb-file>.
