The only change I had made to /lib/udev/rules.d/40-libsane.rules was following http://welcome.solutions.brother.com/bsc/public_s/id/linux/en/instruction_scn1c.html#u9.10 which said to add this line:

 # Brother scanners
 ATTRS{idVendor}=="04f9", ENV{libsane_matched}="yes"

I added that line while working to get my Brother MFC-7360N scanner working as a non-root. I'm not sure if adding that line was needed.
