2 scanners, 1 not visible to user, only root can see it

I am not sure what to shake a finger at, but I fixed it with a udev file not supplied by ubuntu

Not at this late date as I have now installed a wheezy derivative in
amd64 flavor from the linuxcnc.org site. And that old epson scanner has
been retired & recycled to boot, so I am down to one scanner, and I can
see it and use it as user #1. Root can see it, but can't use it because
root cannot open a window on my 0:0 display. That is a PIMA but thats
how it works these days, so I have to use something like nano to edit
root's crap.
