Bug Description

Ubuntu version is 12.04.2 LTS. This error occurs on nearly every package I install using Ubuntu Software center or Synaptic Package Manager, and using Updater. If I don't get the 126 error, I get a permission denied error. Not sure whether this is file permission or procedure permission failure. Most installed packages "seem" to work propery, although at this point I am too much of a novice to really know. I have searched far and wide for solutions to these errors, but haven't found any usefull suggestions yet.
