Update manager stalls at samba post install screen with no way to continue or exit

Bug Description

Binary package hint: update-manager

See screenshot. The post install screen for samba: the OK button in the terminal does not work. The update manager provides no option to continue or cancel. The only way to stop it is to do a "sudo kill"

I'm reaffecting to samba. If it's still an issue, the reproduce is and attach the files /var/log/apt/term.log and /var/log/daemon.log

note: After killing update-manager, samba.postinst was still running. The terminal that was running the update-manager process had a bunch of "debconf: DbDriver "passwords" warning: could not open /var/cache/debconf/passwords.dat: Permission denied" at the end.

I kept getting debconf locks trying to reconfigure samba (dpkg-reconfigure samba). After rebooting and running dist-upgrade again, things upgraded cleanly.

Confirming this based on feedback from Mart_ijn
It would seem to me that this is most likely not samba specific, but a problem where the update-manager didn't have access to the X display and somehow the frontend was set to console.
