Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

I'm afraid that provided information here is not enough for us to know why samba couldn't be started during upgrade time.

We dont have the exact reason why the daemon couldn't be started. Since this is an upgrade, I doubt Eduardo has a way to reproduce this again... but, if you do, please try checking journal logs for smbd.service and see what was the reason it couldn't start.

I'm marking this as incomplete. If anyone else ever face this again, please provide more information on the exact error for the daemon not to have started.

Thank you.
