Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

Could you please check the permissions of this file: /var/cache/debconf/config.dat

run "sudo ls -la /var/cache/debconf/config.dat"

I just experienced the same bug while installing updates. Here’s the information requested:

Unfortunately it's not the problem Andreas suspected then.

I'm not sure we can make any progress on this bug without steps to reproduce the problem, so I'm setting the status back to Incomplete.

If anyone can provide reproduction steps, please do so and then change the bug status back to New.
