So essentially the issue you got is a fail to (re-)start the service on upgrade due to this setup issue.
Are you having an ipv6 only setup which nmbd isn't compatible with?

Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
