solves the isssue with openssl 1.1.1.
But saltstack is still broken - it won't run with python3 due to tornado5 issues:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=893817

The best way to run saltstack in 18.10 is to install it via https://bootstrap.saltstack.com/

This is addressed in Ubuntu 19.04 with salt >= 2018.3.3+dfsg1-1.
