Plugins have been split from sahara.git and they need to be packaged

Bug Description
The core of vendor plugins has been split from sahara.git in the upcoming Stein (sahara >= 10.0.0).
Please package the plugins in their own packages, otherwise sahara is basically useless.
Both sahara-api and sahara-engine requires the plugins to be installed.
I suggest you use weak dependencies (Recommends) so that operators can decide to only install the plugins they want.

Sahara is sadly lacking any owner within Ubuntu; the package originated from Debian, and we version (ubuntu-openstack) bump it alongside the rest of OpenStack in Ubuntu to keep it series aligned. Its possible the Debian OpenStack team might be undertaking this work.
