[25.04 FEAT] [VS2405] Provide genprotimg / pvimg info command to display encrypted & unencrypted SE image information (s390-tools)

Feature Description:

Provide the genprotimg / pvimg info command to display encrypted and unencrypted SE header and image information. Ideally, provide human and machine-readable output formats.

This includes enhancements to genprotimg / pvimg info command the options to specify a key file which is used to protect the Secure Execution header (--key / --hdr-key).

Since we recently migrated to 2.37.0, this is included. Hence updating this request to Fix Released (closing), and marking it as duplicate of LP: #2096789 (the version bump ticket).
