[25.04 FEAT] [LDP2018] Upgrade s390-tools to latest version (v2.37.0)

For Plucky, we are asking to upgrade s390-tools to the upcoming v2.37.0 (for kernel 6.13)

We expect the new s390-tools version 2.37.0 to be released in the first week of February.

      in rust-vendor/.

      d/p/lp-2091549-zipl-src-Fix-incorrect-installation-of-zipl_helper.patch
      since it's no longer needed.
    - Update XS-Vendored-Sources-Rust field in d/control.
    - Update d/copyright and remove superfluous file pattern, sloving a
      lintian warning.
    - Extend d/s390-tools.lintian-overrides to silence three lintian
      false positive messages on 'embedded-library libyaml' in Rust code.
    - Modify d/rules and force remove unneeded crates, so that the code lines
      do not cause errors if non are there and the script ends successfully.
