Bug Description

PCI auto-activate for DPM (s390utils/s390-tools)

With thie feature, a Linux on Z user can automatically use any PCI function defined for an LPAR on DPM without the need to manually configure the PCI function online.

Included in s390-tools 2.18.0., therefore also opening this item to track verification of this specific functionality.
