Bug Description

zipl: Implement environment block (s390utils/s390-tools)

Description:

Allow a Linux on Z user to specify persistent configuration information that is evaluated during boot without the need to rewrite IPL records.
Similar to the GRUB Environment block: https://www.gnu.org/software/grub/manual/grub/html_node/Environment-block.html

Included in s390utils/s390tools 2.18.0, therefore also opening this to track verification of this specific functionality.

The plan is to pick s390-tools v2.20, which supersedes v2.18 and will have this functionality included.
Hence waiting on v.2.20...
