zipl: Implement environment block (s390utils/
Description:
Allow a Linux on Z user to specify persistent configuration information that is evaluated during boot without the need to rewrite IPL records.
Similar to the GRUB Environment block: https:/
Included in s390utils/s390tools 2.18.0, therefore also opening this to track verification of this specific functionality.

Hence waiting on v.2.20...
