apt-get install of the s390-tools-zkey package triggers kernel User process fault, seen in syslog

The exact command run was:
sudo apt-get --quiet -o Debug::pkgProblemResolver=true -o APT::Get::force-yes=true -o APT::Get::force-yes=true -o APT::Get::Assume-Yes=true --reinstall install s390-tools-zkey

I can see some similar faults on other systems running disco, too.
Like:
[81472.444411] User process fault: interruption code 0010 ilc:2 in ld-2.29.so[7d112000+1f000]
or:
[ 3820.406468] User process fault: interruption code 0006 ilc:2 in curl[2aa16c80000+35000]
but not on all LPARs with disco (even if s390-tools-zkey is installed everywhere).

I don't see from the material which program actually crashes. I don't think that zkey is actually executed during installation of the package. If it is not executed, then it can't crash.... So what is actually crashing here? Is apt-get crashing?
I don't really see the relation to zkey yet....

I was unable to reproduce the process faults after reinstalling the released version of 19.04.
