This bug was fixed in the package s390-dasd - 0.0.33ubuntu1

---------------
s390-dasd (0.0.33ubuntu1) xenial; urgency=high

  * Bump s390-dasd menu item, to be before disk-detect. Otherwise, the
installation fails and one has to do DASD step out of order. LP: #1526799
