rustc 1.37 and cargo 0.38 required by firefox 71

Firefox 71+ will require rustc 1.37 and cargo 0.38 to build¹.

The beta phase for Firefox 71.0 begins on 2019-10-14 and release candidates will be available from 2019-10-29.

We will need these in eoan and all supported releases (xenial, bionic and disco).

rustc uploaded to eoan now but debian doesn't have the new cargo yet so going to wait and see if they do that before I have to do it myself...

I was hoping Debian would upload cargo 0.38 but they haven't so I guess I
get the fun of doing the upstream update myself. Yes, I should start work
on this soon.

Hi Michael. Have you or someone else in foundations had a chance to work on this yet?
Now that firefox 70.0 has been released, the new beta is 71 and we need rustc 1.37 and cargo 0.38 to start producing beta builds. Thanks in advance.
