Bug Description
The following tests started failing in the Ubuntu autopkgtest environment, most likely due to the proxy.

It's presumably an upstream regression, and/or a proxy bug, but coming up with an upstream fix is probably too involved for me to handle, so I'll just skip the tests instead.

After a bit more investigation, the tests actually *always* failed, except once, maybe because the random port chosen happened to match some whitelist or something? In any case, the tests are likely *not* supposed to work.
