rust-reqwest: some tests fail when a proxy is set

The following tests started failing in the Ubuntu autopkgtest environment, most likely due to the proxy.

30927s overridden_dns_resolution_with_gai_multiple
30927s overridden_dns_resolution_with_hickory_dns
30927s overridden_dns_resolution_with_hickory_dns_multiple

It's presumably an upstream regression, and/or a proxy bug, but coming up with an upstream fix is probably too involved for me to handle, so I'll just skip the tests instead.

After a bit more investigation, the tests actually *always* failed, except once, maybe because the random port chosen happened to match some whitelist or something? In any case, the tests are likely *not* supposed to work.

The attachment "timeout.debdiff" seems to be a debdiff. The ubuntu-sponsors team has been subscribed to the bug report so that they can review and hopefully sponsor the debdiff. If the attachment isn't a patch, please remove the "patch" flag from the attachment, remove the "patch" tag, and if you are member of the ~ubuntu-sponsors, unsubscribe the team.

I have uploaded the patch (had to tweak it a bit to apply) and uploaded to Debian where it will autosync to Ubuntu.
