Bug Description
The fix is to merge dh-cargo 30 from Debian unstable, from the current version 28ubuntu1

I believe those changes are relatively safe. However, one caveat is that it would trigger ~3000 autopkgtests (multiplied by our number of test arches) due to the way the Rust ecosystem is structured in the archive.
