Bug Description

Building python-coverage fails when using install when it uses the symbolic permission notation:

+ install --mode=u=rw,go=r "debian/python-coverage.1" "doc/python-coverage.1"
Invalid mode string: invalid operator (expected +, -, or =, but found ,)

See build logs: https://launchpad.net/ubuntu/+source/python-coverage/7.8.2+dfsg1-1build1

This notation builds on debian unstable and ubuntu plucky. It seems to me that the rust version of install introduced this regression.
