error when using apt-get to update or download files

Bug Description

start: Unable to connect to Upstart: Failed to connect to socket /com/ubuntu/upstart: Connection refused
dpkg: error processing package runit (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 runit

I have made several attempts to download files using apt-get or to allow updates to be installed....I get this error message as a result and am baffled every-time.. Please don't ask me what "baffled" means; I am assuming you have answers not questions...
