rubygems lacks a bin directory on default install

Bug Description

bin directory doesn't exist
when installing gems these are not placed in /var/lib/gems/1.8/bin

If created bin myself gem will even not use it

Everything seems to be dumped in /usr/local/bin which is a bit messy.
