Incomplete fix for bug 2077617 causes FTBFS

Bug Description

The fix for bug 2077617 takes care of autopkgtest run using gem2deb-test-runner. However, the gem2deb-test-runner for the build-time tests (dh_auto_test). FTBFS was reported for the build in oracular-proposed.
