Bug Description

How to reproduce : install clean Trusty LTS, then try to install ruby-actionpack-3.2 through aptitude - see the conflict
Workaround : explicitly/manually install ruby-rack1.4 first

This is quite inconvenient when installing, e.g., Rails 3.2 on Trusty.

Same dependency has 'ruby-sprockets' package.
