Bug Description

rtl8821ce is already in Eoan. We are requested to enable this wifi in 18.04 so we need this package in Bionic as well.

No possible regression as this is a new and independent package in Bionic.

tried "HP ProOne 400 G5 All-in-One Business PC"[0] with this 8821ce dkms,
works well, there isn't any issue on this machine
