Bug Description

with noble i encounter the same issue as https://bugs.launchpad.net/ubuntu/+source/rsyslog/+bug/1890177

which was fixed for focal.
the solution to fix it was running "adduser syslog tty" and restart rsyslog

Seeing this regression occur on noble on GCE. Not sure it's correlated but the issue appeared right after logrotate ran.
