Create mode does not persist after reboot

Bug Description

Command `grep ^\s*\$FileCreateMode /etc/rsyslog.conf /etc/rsyslog.d/*.conf` returns `/etc/rsyslog.conf:$FileCreateMode 0640`, but logfiles are created with read permission for others.
