Bug Description
I don't know if this is a bug. It may not be. My Xubuntu system popped up a dialog that said it had detected one, so I went ahead and let it submit this report. I had been installing and removing rsyslog, rsyslog-pgsql, postgresql several times, trying to get rsyslog to log messages to the postgresql database.
