Thank you for taking the time to report this bug and helping to make Ubuntu better. I am unable to reproduce this bug by installing either the rpm or the lsb package on a clean Ubuntu 13.10 system. Are you able to reproduce it by purging all rpm packages and installing again?
In addition, the epson-inkjet- printer- n10-nx127 is not provided by Ubuntu. Can you reproduce this bug by purging it and all of the rpm packages and then reinstalling just the rpm package?
