all messages to all contacts fail

For all contacts, for all messages that I type to them I the message turns red, with a red X beside it as well as an option to 'Retry' or 'Delete'. Attempting to retry times out after awhile and the message turns back to red.

This has been the case since install a day or two ago.

seems like they didn't get my initial request to add them as a contact or something??

once they did get it (months later) they approved it, and then could receive my messages
