Rhythmbox only checks for album art from Last.fm

Bug Description
Binary package hint: rhythmbox
In previous versions of Rhythmbox starting from the on released in 10.10 Rhythmbox would check for album art from the mp3 file first then the folder and so on. On 13.3 it skips the other steps and goes straight to last.fm leaving some files that actually have album art embedded in them blank. EX: mixtapes or unofficial music.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running apport-collect <bug #> and any other logs that are relevant for this particular issue.
