Does not show up in Rhythmbox at all

This is similar to bugs ​ #859446 and #773074, but I do not get these error messages, instead I get
$ rhythmbox

The plugin does not appear in the list of available plugins at all. If I run rhythmbox with --debug, there is not a single mention of this plugin, not even an attempt to load or look at it.
