libresvg0 and libresvg-dev packages built without cairo support

Trying to use the function resvg_cairo_render_to_canvas() but it is not available in the ubuntu packaged version of libresvg because the package is built without cairo support. In the header, the functions are surrounded by #ifdef RESVG_CAIRO_BACKEND.

$ lsb_release -rd

Expected:

Able to install libresvg-dev package and have resvg_cairo_render_to_canvas() and other cairo functions defined in the header, available.

Actual:

Not able to use the function resvg_cairo_render_to_canvas() because it the package libresvg0 and libresvg-dev lack cairo support.
