[apport] restricted-manager crashed with IOError in open()

Bug Description

Binary package hint: restricted-manager

Restricted-manager crash if no xorg.conf. I can fix it having the xorg.conf back.

PS: Xorg woks perfectly without xorg.conf (I have a mobility 9200).
