[Gutsy b1] restricted-manager fails to install on first start

Bug Description
Binary package hint: restricted-manager
On first start the restricted-manager pops up to allow the installation of restricted driver.
All installations will fail with a "says nothing" error message since the package catalog has not been updated from server yet.
version: Ubuntu 7.10b1 (Desktop)
steps:
- fresh installation (may also work after deletion of package catalogs)
- run the restricted-manager
- try to install any driver
workaround:
- open Synaptic
- hit Ctrl+R
- now restricted-manager will work
