Restricted-manager has no respository information on first boot

Bug Description
Binary package hint: restricted-manager
After installing Gusty Tribe 5, on the first boot the restricted-manager indicates that there is firmware available for my bcm4306 card. When I click enable, it complains that the required package bcm43xx-fwcutter is not available in the selected repositories. However, when I check in Software Sources, all the required repos were enabled. I was forced to deselect, and then reselect Universe, which then forced Software Sources to update the package lists. Note that I had internet via ethernet at the time.
