Please move pgsql agent to resource-agents-base in jammy and later

[Impact]

  The pgsql agent has moved from the resources-agents package in focal to resources-agents-extra
  in jammy and later.

  Due to dependency changes in packages, after a d-r-u from focal to jammy, the system may end up
  without the pgsql agent, breaking a working cluster.

  The request is to move the pgsql agent to resources-agents-base, which avoids it being
  uninstalled during the process

[Details]

  * pacemaker has a Depends clause for pacemaker-resources-agents
  * In focal, pacemaker-resources-agents has a Depends on resources-agents, that install the pgsql
    agent.
  * In jammy, pacemaker-resources-agents has a Depends on resources-agents-base, but only Suggests
    resources-agents-extra

  As resources-agents is not required anymore and was not manually installed, it's marked to be
  removed.

[Workaround]

  Before d-r-u, mark the package as manual

  sudo apt-mark manual resources-agents

  This will guarantee that the transitional package resources-agents is installed, which install
  resources-agents-base and resources-agents-extra

  After d-r-u, install resources-agents-extra

  sudo apt install resources-agents-extra
