nginx resource agent doesn't start

There is a bug in resource-agents 1:3.9.2-5ubuntu4.1 which prevents nginx agent from starting. Fix is here: https://github.com/ClusterLabs/resource-agents/commit/549fb9ef2a59fc4ea09f2c19aa3379cdc73135f4

With that fix applied, all works well.

up-to-date and valid list of bugs to work on, I have reviewed this report
to verify it still requires effort and occurs on an Ubuntu release in

Precise and Trusty are affected. Will flag both as won't fix due to release schedule.

It is unfortunate that we were unable to resolve this defect, however
there appears to be no further action possible at this time. I am
