resolvconf configured to run before checkroot

Bug Description

Binary package hint: resolvconf

Applies to at least resolvconf version 1.38ubuntu1 (Hardy)...

The problem is that resolvconf adds itself to S runlevel with priority
7:

ls -la /etc/rcS.d/*resolvconf
lrwxrwxrwx 1 root root 20 Feb 1 02:26 S07resolvconf -> ../init.d/resolvconf

Inside resolvconf it tries to write to /etc/resolvconf/run/enable-updates, but it
can't because the root filesystem is still read-only. It only gets remounted
read-write after S20checkroot is run.
