resolvonf unable to finish installation if 'no changes to resolv.conf' selected

Bug Description

I answered 'no changes to resolv.conf' to dpkg configuration question (I have maximum verbosity for dpkg).

resolvconf is unable to finish installation:

Setting up resolvconf (1.79ubuntu9) ...
resolvconf-pull-resolved.service is a disabled or a static unit, not starting it.
resolvconf-pull-resolved.service is a disabled or a static unit, not starting it.
Processing triggers for resolvconf (1.79ubuntu9) ...
W: APT had planned for dpkg to do more than it reported back (0 vs 4).
   Affected packages: resolvconf:amd64

UPD: I've changed answer to 'yes' and installation was finished. But the bug is still valid.
