Failsafe X should detect wrong permissions on /tmp

Bug Description
Due to a (random) system crash my /tmp permissions got messed up (not world writable and no sticky bit). This leads any program (especially X user sessions and kdm) to close unexpectedly and with no information about why in logs or stdout. The first time this happened to me I was unable to locate the problem and just reinstalled. The second time I was able to find the problem only because I redirected some diagnostic tool output to tmp as a user.
Rescue mode (and/or failsafe X) should be able to detect wrong permissions on /tmp (and maybe some other important system folders) and should fix them.
Note that as far as I can tell nothing important happened with /tmp before the crash (I didn't do anything that could have directly caused a change in permissions) and that this happened on maverick and natty.
To test this you just have to remove/rename /tmp and create /tmp with default permissions 8such as rwxr-xr-x) and start you display manager of your choice.
