Thanks for filing this bug in Ubuntu.
Looks like there is a problem with a particular certificate file in /etc/ssl/certs:
Setting up ca-certificates (20180409) ...^M
Updating certificates in /etc/ssl/certs...^M
rehash: skipping AutoFirma_ROOT.pem, cannot open file^M
^[[1mdpkg:^[[0m error processing package ca-certificates (--configure):^M
installed ca-certificates package post-installation script subprocess returned error exit status 1^M
^[[1mdpkg:^[[0m dependency problems prevent configuration of python3-certifi:^M
python3-certifi depends on ca-certificates; however:^M
Package ca-certificates is not configured yet.^M

Could you investigate what's going on with the file AutoFirma_ROOT.pem in /etc/ssl/certs? The ca-certificates package is complaining that the file is unreadable, and that is preventing the configuration of the package.
Once that is addressed, this should fix your installation, or at least continue it:
sudo apt update
sudo apt -f install
