Ubuntu changes lost in merge?

Bug Description
The reportbug package was modified, back during the Warty cycle, to direct bug
reports to Ubuntu rather than to Debian by default. This change is no longer
present in the package, and was not present in 3.5ubuntu1 either, so I assume it
was lost in creating that version.
This needs to be fixed immediately, and we need to know how it happened so that
it can be prevented in the future. Bug reports from Ubuntu users are being
misdirected to Debian, which is not only erroneous, but costs us goodwill in the
community. I can see that the correct changes are present in the merge-o-matic
output for 3.5ubuntu1, so I don't see how this happened.

* ops, finally fixed, used the wrong reportbug.conf, from testsys
