Because Ubuntu is a derivative of Debian and because some packages are directly sync'ed from Debian packages it is possible that someone would want to report a bug about one of those packages to Debian and that is why reportbug-ng is included in Ubuntu.
I'll work on getting the description of apport updated so it is more obvious that it has bug reporting tool.
